Job Summary
As the Air Quality Permit Writing Assistant in the Industrial Division at the Minnesota Pollution Control Agency (MPCA), you will provide administrative and organizational support for the air quality permit program by ensuring data quality and data management of program database for permitting, tracking all air quality permit applications submitted to the agency, and issuing and terminating permits. This position will work as part of a team with other program staff to ensure appropriate data population of Tempo and air quality permits; coordinate and promote timely review of all incoming air quality permit applications for deficiency and/or completeness; complete administrative changes to permits; complete air quality permit terminations as requested by regulated parties; respond to data requests from both internal and external customers; participate in program and Agency activities where data policies and procedures are established; and provide technical assistance to both internal and external customers.
Qualifications
Minimum Qualifications
One year of professional experience leading and administering comprehensive environmental projects, OR
Bachelor's degree in environmental protection, sustainability, pollution prevention, planning, public policy, statistics/data science or a related field, OR
Two years technical experience responsible for providing programmatic (environmental) support. Experience must include demonstration of data analysis and reporting skills, project management and organizational skills.
AND
Ability to:
Prioritize and organize work to carry out daily tasks and stay on target with timelines.
Communicate effectively verbally and in writing in order to translate technical information, rules and regulations to language understandable by a non-technical audience.
Analyze data to effectively and efficiently identify and troubleshoot discrepancies.
The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OPT extensions.

Preferred Qualifications
Technical experience in an environmental program including data analysis and reporting.
Experience using TEMPO.
Experience working with Microsoft Word and Excel.
Knowledge of agency data management policies and procedures, state and federal rules
Ability to interpret and apply permitting program policy and procedures
Knowledge of data practices requirements when working with data
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
